1969 me, A. D. Patel ke maut ke baad, Koya ke National Federation Party ke neta chuna gais. Is ke baad uu Alliance Party ke leader,Ratu Mara, ke sanghe mil ke Fiji ke aajadi khatir kaam karis. 1970 me aajadi ke baad uu leader of the Opposition banaa.

Fiji ke independence ke baad, House of Representatives ke pahila election 1972 me bhais, jisme NFP 52 me se khaali 19 seat jiitis. Koya ke virood me aur logan bolin lekin jab 1976 me Agricultural Landlord and Tenants Ordinance (ALTO) ke baare me bahas suruu bhais tab NFp dui gut me vibhajit hoe gais. Jai Ram Reddy ke madat se Party unite hoe ke 1977 ke pahila elction larris aur jiit gais. Governor General , lekin Koya ke Prime Minister nai banais, ii bol ke ki uske paas jaada support nai hai. September 1977 me , jab ek nawaa election balawa gais tab NFP dui gut me fir se dividie hoe gais. Ii election me Alliance 37 seat jiitis, NFP ke Flower Faction, jiske leader Jai Ram Reddy banaa, 12 seat aur NFP ke Dove Faction , jiske ke leader Koya rahaa, 3 seat jiitis. Koya aapan seat Jai Ram Reddy se haar gais.
The first elections held after indenpence, in [[1972]], saw the NFP win only 19 of the 52 seats in the House of Representatives. Opposition to Koya from within the party grew and by [[1976]] the Party was divided into two groups when some members of his party expressed support for the Agricultural Landlord and Tenants Bill, which Koya and the NFP officially opposed. The differences were swept under the carpet for the [[Fiji election of 1977 (March)|parliamentary elections]] of [[March 1977]]. Koya led his [[National Federation Party]] (NFP) to a narrow victory, and should have become [[List of Prime Ministers of Fiji|Prime Minister]], but internal party strife resulted in the [[List of Governors-General of Fiji|Governor General]], [[George Cakobau|Ratu Sir George Cakobau]], calling on the defeated Prime Minister, Ratu Sir Kamisese Mara, to form a new government. Koya had been opposed in the election by [[R.D. Patel]], brother of the late leader of NFP and had won by a narrow margin. [[Fiji election of 1977 (September)|A second election]] to resolve the impasse was held in September that year, resulting in a heavy defeat for the NFP after it had split into two factions known as the [[National Federation Party - Dove faction (Fiji)|Dove]] and [[National Federation Party - Flower faction (Fiji)|Flower]] factions. Koya lost his [[House of Representatives (Fiji)|parliamentary]] seat to [[Jai Ram Reddy]], who became the new leader of the NFP. Koya's Dove faction had won only 3 seats compared to 12 won by the Flower faction.
